Kerala High Court – Management Quota Seats on Entrance Test ranking

The Kerala High Court on Thursday directed that admission to management seats in self-financing medical colleges which had entered into an agreement with the government on seat-sharing and fee structure be made from the Kerala common entrance Test ( Kerala KEAM ) rank list published by the Commissioner for Entrance Examinations, repots the Hindu

Justice S. Siri Jagan also made it clear that the admission should be made from the rank list in accordance with the merit without changing inter se merit. The judge also ordered that no admission be made in pursuance to the entrance examination conducted by the association of these self-financing college managements.

The interim order was passed on writ petitions challenging the agreements.

In the order, the judge pointed out that the association had conducted its entrance test on July 27, which was against the schedule fixed by the Medical Council of India and the Supreme Court.

The judge said that in view of the Supreme Court ruling, the entire admission process in medical colleges should be made in accordance with the time schedule fixed by the Medical Council of India and the Supreme Court.

The court observed that except the apex court, no other authority could change the schedule. As per the schedule, the entrance test should be conducted in May and the first round of admission should be over by July 25. So, the test by the managements association was directly against the MCI schedule and Supreme Court ruling.

The court had directed earlier that these managements could collect only the fee prescribed by the Fee Regulatory Committee until the Supreme Court approved the agreements reached between the managements and the government. The petitioners contended that refundable deposit and fee for management seats were Rs.5.lakh and Rs.5.5 lakh as per the agreements.

However, the self-financing colleges which refused to ink an agreement with the government could only collect a fee ranging from Rs.2.4 lakh to Rs. 2.5 lakh prescribed by the Committee.

The petitioners said that the agreements went against the Supreme Court verdict which ruled out capitation fee and provision of cross-subsidy. Therefore, the fee hike was illegal.

Besides, the agreements had not been approved as yet either by the Admission Supervisory Committee or the Supreme Court.

The action of the government was against Article 14 of the Constitution, the petitioners pointed out.

Andhra University Visakhapatnam Supplementary Degree Examination Sept. 2008

Applications are invited from eligible candidates for all courses of B.A.,/ B.Sc.,/ B.Com.,/ B.Sc., (Home Science)/ B.A. (O.L.) for registration for the Supplementary Degree Examinations to be held in the month of September, 2008.

The I, II, III year regular college students and supplemental candidates are directed to pay the examination fee in the college concerned, and submit their filled-in examination applications through the Principals of their respective colleges positively for registration as follows:

  • Payment of Examination fee without fine on or before : 18-08-2008

  • Submission of examination applications with a consolidated D.D. course wise to the Andhra University by the college through special messenger on or before : 21-08-2008

  • Last date for the payment of examination fee with a fine of Rs. 1,000/- : 25-08-2008

  • Late applications along with a consolidated D.D. paid course wise to be submitted to the University by the college through special messenger on or before : 28-08-2008

  • Date of commencement of examinations : 10-09-2008

The proforma of examination application is kept in the Website and can be downloaded form the website www.andhrauniversity.info/exams/appl.html and should pay an extra fee of Rs. 30/- towards the cost of the examination application along with the usual examination fee and forwarded by the concerned college Principal.

The application sent by the candidates either by post or submitted personally at the University office will not be entertained and the applications submitted after the prescribed last date will not be entertained by the University under any circumstances.

SBI Educational Loan for Karnataka CET Medical Students

The State Bank of India will offer a student loan scheme for students joining medical and dental courses through the common entrance test (CET) conducted by the Karnataka Examination Authority for the year 2008-09. An agreement to this effect has been signed between the Rajiv Gandhi University of Health Sciences (RGUHS) and SBI.

The scheme, `Vidyadhana’, will be offered as a financial package.

Under the scheme, students and their guardians can visit any SBI branch in Karnataka, preferably a branch nearest to their place of domicile, and avail of a temporary clean overdraft equivalent to the amount to be remitted at the time of CET counselling.

Subsequently, a regular loan limit will be sanctioned by the SBI branch as per the student’s eligibility, the bank said in a statement on Friday.

Selection: There will be two-stage selection process for award of scholarship. For Stage-I, selection will be done by States/UTs through a written examination. Students who qualify Stage I will be eligible to appear for Stage II examination conducted by NCERT.

West Bengal may abolish JEE

The West bengal state higher education department might consider doing away with the joint entrance examination (WBJEE) if Tamil Nadu’s decision to abolish JEE for engineering and medical courses is upheld by the Supreme Court, Reports the Statesman.

Mr Sudarshan Roychoudhury,State higher education minister, today (july 21, 2008) said in the Assembly that they are keeping a tab on the issue taken by Tamil Nadu to abolish the JEE for engineering and medical. He said the decision has been okayed by the Tamil Nadu High Court but the matter is now pending at the Supreme Court.

β€œIt is a good proposal to consider admission on the basis of merit in engineering and medical courses. But there is a problem too. There are a number of councils which hold higher secondary examinations. It is difficult to bring a parity in all these examinations,” said Mr Roychoudhury.

However, the higher education minister informed the Assembly that he would put forward a proposal to do away with the age bar in medical entrance test in the review meeting of the JEE board this year. The minister said this while replying to a question raised by Mr Manas Bhunia of the Congress in which he asked why the state has imposed an age bar in the medical entrance test when the Medical Council of India has no such preconditions.

The minister said they do not have any plan to bifurcate the JEE board and set up two separate boards to hold engineering and medical entrance tests separately. He added that the state government has taken a series of steps to stop irregularities that were taking place in JEE. The minister also informed the Assembly that police are still investigating the JEE racket case that was exposed by Kolkata Police last year.
